Quorum expands corporate public affairs practice

AUSTIN (December 12, 2002) – The Quorum network of companies has announced a unique expansion of its Austin consulting operations to provide to clients integrated corporate public affairs, issue advocacy,

and government relations services at the federal, state and local levels. The expanded firm - Quorum Public Affairs, LLC - will be led by Craig Casselberry, a former aide to Texas Governor, Rick Perry. The company’s headquarter operations will remain in Austin, with offices in Washington, DC and Chicago, Illinois supporting the Quorum Network©, which provides professional public affairs consulting services in every state in the U.S.

Ted Heydinger, former Director of government relations for Dell Computer Corporation, will be a director of the firm and lead the company’s on-line issue communications division, Quorum Online©. Heydinger is active in Republican politics, having assisted several candidates in 2002, including U.S. Senator John Cornyn, Attorney General Greg Abbott, and Texas House Speaker-presumptive, Tom Craddick. Heydinger also organized national technology industry support for the Bush-Cheney campaign in 2000.

The company has expanded aggressively of late, adding several Fortune 500 companies to its client roster, including Pfizer, Inc., ConocoPhillips, Exxon Mobil, Wal-Mart, Roche Diagnostics (a division of Hoffman-LaRoche), and AT&T.

The Quorum Public Affairs business model is unique. The company will provide full-service public and government affairs consulting by partnering with existing consultants and their firms who provide complementary services in the areas of: government relations and lobbying, strategic consulting and messaging, issue management, media and public relations, paid media, community relations, investor relations, crisis management, litigation support, and on-line communications. Consultant-partners will share client service revenue, and participate in profit-sharing and earn equity in the firm. Quorum will serve as a platform for integrated public and government affairs services for companies, trade associations, issue coalitions, and law firms on the federal, state and local levels. The market trend toward integrated consulting services has grown in recent months, as companies and organizations look to economies of scale to cut costs and ease of management.

Managing Director, Craig Casselberry, has served two Texas Governors – Perry (as Agriculture Commissioner) and former Governor William P. Clements, Jr. and combines 17 years of public and private sector political experience. He also served as a co-chair of the George W. Bush for President campaign in Texas in 2000 and was part of the Bush campaign “Strike Force.”

On leaving Perry’s staff, Casselberry founded Quorum Direct, Inc. in 1994 specializing in grassroots communications and coalition development for federal, state, and local business public policy issues. Since then, the firm has managed over 80 federal, state, and local advocacy campaigns within issue area like tort reform, telecommunications, taxes, defense, insurance, real estate/development, oil & gas/ energy, technology, and education. The company will soon be announcing additional partners and an Advisory Board of business, political, and civic leaders.
